Letter discussing the factors in the choice of Elijah L. Hinman for sheriff of Tioga County and the implications of the choice for the administration of Governor Clinton. Barstow discusses the relative merits of Mr. Purdy and Mr. Wells, other candidates considered for the post of sheriff; he also comments on the progress of the "division question."
